Shelter and Settlement Officer - Nyirol, South Sudan

About the role

The Norwegian Refugee Council (NRC) is hiring a Shelter and Settlement Officer for its Nyirol project in Jonglei State, South Sudan. This is a 5-month, field-based position reporting to the WASH & Shelter Coordinator and supervising a Shelter & Settlement Assistant. It covers the construction and repair of emergency and transitional shelters, distribution of shelter kits and non-food items (NFIs), site planning and settlement improvement, and report writing.

Key responsibilities

• Manage the Shelter & Settlement Assistant, incentive workers, casual labourers and community shelter committees
• Assist the WASH & Shelter Coordinator in planning, implementing and monitoring project activities
• Represent NRC at field-level forums such as the Shelter, Land and Site Coordination (SLSC) Cluster
• Prepare weekly reports, follow-up actions and a work plan tracked against budget and the log frame
• Support project introduction to local authorities, partners and community leaders, including humanitarian and PSEA principles
• Conduct shelter and settlement needs assessments, beneficiary selection and verification, and register, distribute and monitor shelter kits and NFIs
• Coordinate with the SLSC Cluster through the State Focal Point, including the Needs Analysis Report and Pipeline Requests
• Plan and oversee shelter construction and repair, including quality control, site visits, handover and contractor payments
• Support site planning, plot allocation, drainage and access, and mitigate flood and fire risks
• Liaise with the Logistics Department for field trips, purchases and transport of materials
• Train artisans, carpenters and beneficiaries on safe construction and maintenance, and raise awareness of housing, land and property issues
• Work with the Cash and Markets team on market assessments and conditional cash assistance, and manage procurement and equipment stocks
• Document shelter conditions and needs mapping, and uphold the Code of Conduct, safeguarding and PSEA principles
