Cash Transfer Lead

About the role

The International Rescue Committee is seeking a Cash Transfer Lead to oversee its cash assistance programmes across South Sudan. The role will ensure that cash transfers are delivered efficiently, safely and in line with humanitarian standards, supporting vulnerable populations affected by conflict and climate shocks.

Key responsibilities

• Design, implement and supervise cash transfer operations in multiple states and administrative areas.
• Ensure compliance with IRC financial policies, donor requirements and local regulations.
• Coordinate with implementing partners, local authorities and security teams to manage risk and maintain programme integrity.
• Monitor and verify cash disbursements, conduct regular audits and produce timely financial reports.
• Develop and deliver training on cash management systems for staff and partners.
• Manage programme budgets, forecasting and resource allocation.
• Provide strategic input to improve cash delivery mechanisms and adapt to evolving humanitarian contexts.

Required profile

• Proven experience leading cash transfer programmes in humanitarian or development settings.
• Strong knowledge of financial controls, donor compliance and cash management best practices.
• Ability to work in insecure environments and travel across remote locations.
• Excellent analytical, reporting and stakeholder‑engagement skills.
