Research, Monitoring, Evaluation, Accountability, and Learning Officer

About the role

The International Rescue Committee is seeking a Research, Monitoring, Evaluation, Accountability, and Learning (RMEAL) Officer to support the PlayMatters 3.0 initiative in South Sudan. The role will contribute to strengthening the education system’s capacity to adopt a Learning through Play approach and to expand inclusive, quality learning opportunities for children affected by crisis.

Key responsibilities

• Support the design, implementation and management of the RMEAL framework for PlayMatters 3.0.
• Collect, analyse and report on quantitative and qualitative data to track programme performance against objectives.
• Ensure data quality, accountability and compliance with IRC and donor reporting requirements.
• Facilitate learning processes, including documentation of best practices and lessons learned.
• Coordinate RMEAL activities with consortium partners (War Child Alliance, Plan International) and national education actors.
• Prepare regular monitoring reports, evaluations and impact assessments for internal and external stakeholders.

Required profile

• Demonstrated experience in monitoring, evaluation, accountability or learning in humanitarian or development programmes.
• Familiarity with education sector programmes, especially those targeting children in crisis‑affected settings.
• Ability to work in a multi‑partner consortium and engage with government and local stakeholders.
• Strong analytical and report‑writing skills.
