ICLA Officer – South Sudan (Ulang)

About the role

The ICLA (Information, Counselling, Legal Assistance) Officer will lead the day‑to‑day implementation of ICLA activities in Ulang, Upper Nile, ensuring displaced people receive quality legal information, counselling and support in line with NRC policies and donor requirements.

Key responsibilities

• Supervise assistants and ensure compliance with NRC Code of Conduct, national law and donor guidelines.
• Provide individual counselling on complex Housing, Land and Property (HLP) cases and identify legal cases for assistance.
• Organise information sessions, capacity‑building trainings for local authorities and community leaders.
• Collect and verify data entries in the electronic database and maintain hard‑copy documentation.
• Coordinate with government officials, UN agencies, NGOs and humanitarian partners for referrals and integrated programming.
• Prepare status reports, weekly/monthly progress updates and maintain the M&E matrix.

Required profile

• Bachelor’s degree in Law or a related field from a recognized university.
• Minimum 3 years experience in humanitarian/legal assistance or protection programmes, preferably in volatile contexts.
• Experience working in Upper Nile region and capacity‑building of targeted groups.
• Fluency in English and Arabic.
• Ability to work independently in a multicultural, multi‑tasking environment.
