People & Culture Manager

About the role

The International Rescue Committee (IRC) is seeking a People & Culture (P&C) Manager to lead compensation, benefits, HR information systems and compliance for its South Sudan country program. This senior role ensures competitive reward packages, accurate HR data, and full adherence to South Sudan labour law, IRC policies and donor requirements.

Key responsibilities

• Lead periodic pay and benefits reviews and design equitable compensation structures, salary scales and benefits schemes (medical insurance, gratuity, leave, statutory entitlements).
• Oversee payroll processing and benefits administration, supervising the Senior P&C Officer and P&C Officer to ensure accuracy, confidentiality and timeliness.
• Manage the HRMIS and workforce data systems, guaranteeing data integrity, timely updates, user capacity building and quality reporting across Juba and field offices.
• Ensure P&C compliance with South Sudan labour law, IRC global HR policy and donor requirements, maintaining audit‑ready contracts, personnel files and payroll documentation.
• Maintain an up‑to‑date record‑management system aligned with IRC’s audit checklist.
• Produce monthly and quarterly reports on diversity, global matrix, HR strategy and the annual P&C implementation plan.

Required profile

• Solutions‑driven professional with strong change‑making mindset.
• Proven experience in compensation and benefits design, payroll administration and HRIS management.
• Demonstrated supervisory experience and ability to lead a small P&C team.
• In‑depth knowledge of South Sudan labour legislation and donor compliance standards.
• Experience working in humanitarian or international development contexts.
