Senior PPP / Blended Finance Expert

About the role

NTU International is seeking a Senior PPP / Blended Finance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on structuring and financing regional transport infrastructure projects, mobilising public and private investment, and strengthening the financial capacity of ECOWAS institutions.

Key responsibilities

• Support the structuring and financing of regional transport infrastructure and corridor investment projects.
• Provide technical advice on Public‑Private Partnerships (PPPs), blended‑finance mechanisms and infrastructure investment models.
• Conduct financial, economic and commercial analyses for transport projects.
• Prepare bankable investment proposals and financing strategies for IFIs, development partners and private investors.
• Advise ECOWAS institutions and national stakeholders on risk allocation, private‑sector participation and climate‑finance opportunities.
• Develop and review financial models, PPP structures and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and private‑sector stakeholders.
• Deliver workshops, technical assistance and capacity‑building activities on PPPs and blended finance.
• Contribute to monitoring, reporting and analytical outputs related to infrastructure financing.

Required profile

• Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
• Minimum 10 years of professional experience in infrastructure finance, PPP advisory, investment structuring or blended finance.
• At least 7 years of experience specifically in PPPs, project finance or blended‑finance advisory.
• Proven experience on infrastructure or transport projects in developing countries, preferably Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
