Senior Performance-Based Maintenance Expert

About the role

NTU International is seeking a Senior Performance‑Based Maintenance Expert to lead the design and implementation of performance‑based road maintenance systems for the EU‑funded “Technical Assistance to ECOWAS in Transport Governance” project. The role will support ECOWAS institutions and national road agencies across West Africa in establishing efficient, sustainable and climate‑resilient maintenance practices.

Key responsibilities

• Design and roll‑out performance‑based road maintenance systems and contracting approaches.
• Provide technical assistance on maintenance procurement, contract management and contractor performance monitoring.
• Develop performance indicators, service levels and monitoring frameworks for road networks.
• Prepare bidding documents, technical specifications and contract documentation for maintenance contracts.
• Advise on maintenance planning, budgeting and financing mechanisms.
• Support transparent and efficient procurement procedures and climate‑resilient maintenance strategies.
• Coordinate with ECOWAS bodies, national road agencies, contractors and development partners.
• Deliver workshops, training sessions and capacity‑building activities.
• Contribute to monitoring, reporting and evaluation of contract implementation.

Required profile

• Master’s degree in civil engineering, transport infrastructure, construction management, procurement or related field.
• Minimum 10 years of professional experience in road maintenance, transport infrastructure management or maintenance contract implementation.
• At least 7 years of experience with performance‑based road maintenance systems or contracts.
• Proven experience on transport infrastructure projects in developing countries, preferably Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
