Risk & Compliance Analyst (P2) – Juba

About the role

The Risk & Compliance Analyst provides high‑impact oversight of UNFPA’s operations in South Sudan, ensuring that partnerships and cash transfers are transparent, secure and free from fraud. Reporting to the Deputy Representative, the analyst leads the Harmonized Approach to Cash Transfers (HACT) and acts as the primary internal check‑and‑balance for the Country Office.

Key responsibilities

• Support the Deputy Representative and serve as Secretary to the Partnership Review Committee.
• Oversee end‑to‑end partner selection, guaranteeing that Protection from Sexual Exploitation and Abuse (PSEA) assessments and non‑competitive justifications are robust.
• Develop and implement the annual HACT assurance plan, including micro‑assessments, audits and inter‑agency reviews.
• Validate “last‑mile” delivery of life‑saving supplies to ensure risk mitigation measures are applied on the ground.
• Maintain airtight internal controls and provide guidance to staff and partners to prevent fraud and mismanagement.

Required profile

• Demonstrated experience in risk management, compliance or internal audit within a humanitarian or development context.
• Familiarity with UN partnership governance processes and the HACT framework.
• Understanding of PSEA requirements and ability to assess partner compliance.
• Strong analytical mindset with capacity to conduct field validation and audits.
