ICLA Officer – South Sudan (Bor)

About the role
The ICLA Officer will lead Information, Counselling and Legal Assistance (ICLA) activities for the Norwegian Refugee Council in Bor, South Sudan. Reporting to the ICLA Coordinator, the role involves supervising four paralegals and travelling to Northern Jonglei counties.
Key responsibilities
- Implement ICLA activities in line with NRC strategies, donor requirements and project budgets.
- Provide information, counselling and legal assistance to IDPs, returnees and host‑community beneficiaries.
- Conduct assessments, monitoring and community sensitisation campaigns on security of tenure, HLP rights, civil documentation and dispute resolution.
- Prepare periodic status reports, ensure proper filing and break down operational plans into weekly, monthly and quarterly tasks.
- Coordinate procurement, development and distribution of ICLA materials and equipment.
- Train, develop and supervise the paralegal team, promoting technical improvements.
- Represent NRC in meetings with government authorities, humanitarian partners and beneficiary communities as directed.
Required profile
- Experience delivering legal assistance and counselling in humanitarian contexts.
- Ability to conduct assessments, monitoring and community outreach.
- Strong reporting and documentation skills.
- Experience supervising staff and coordinating with partners.
