About the role
The Humanitarian Affairs Officer (Pooled Fund Manager/Envelope Manager) supports OCHA’s Humanitarian Financing Unit in Juba, South Sudan. Reporting to the Head of Country Office and working closely with the Humanitarian Coordinator, the role ensures effective management of multi‑donor pooled funds and alignment with UN humanitarian policies.
Key responsibilities
- Advise the Humanitarian Coordinator on fund management and CERF processes, ensuring compliance with policies and local context.
- Liaise with OCHA headquarters sections, including the Crisis Response Division, Humanitarian Financing Unit, CERF Secretariat, Donor Relations, and External Relations.
- Represent the pooled fund, coordinating with sectors, clusters, humanitarian partners and donors.
- Assist in preparing and facilitating Advisory Board meetings and related processes.
- Manage allocation processes, coordinating with relevant counterparts and adhering to guidelines and best practices.
- Monitor implementation of fund allocation strategies, promoting coherence between humanitarian needs and response.
- Review and analyse humanitarian financing and programming issues at the country level to support the HFU and CERF.
