Human Rights Officer & SGBV Investigator

About the role

This full‑time temporary position is located in Juba, South Sudan, within the Commission on Human Rights. Reporting to the Investigation Team Leader and the Commission Coordinator, the incumbent will lead investigations into sexual and gender‑based violence (SGBV) and support the Commission’s mandate to document violations of international human rights, humanitarian and criminal law.

Key responsibilities

• Lead SGBV investigations, designing information‑gathering plans and tools, and conducting interviews with victims and witnesses.
• Collect, analyse and verify multi‑source data, including open‑source material and satellite imagery, to map incidents and identify perpetrators.
• Monitor trends and patterns of violations and produce analytical reports and gender‑sensitive analyses.
• Ensure protection of victims and witnesses, applying ‘do no harm’ principles and referral pathways.
• Safeguard and store investigation documentation in accordance with Commission procedures.
• Contribute to the Commission’s final reports and coordinate with the Gender Adviser to integrate gender‑sensitive approaches.
• Participate in field missions to sites of alleged violations as required.

Required profile

• Strong knowledge of human rights issues and ability to identify related problems across political, ethnic, racial and gender dimensions.
• Experience in conducting investigations, including victim and witness interviewing.
• Familiarity with monitoring, mapping tools and the use of open‑source and satellite data for verification.
• Commitment to the protection of survivors, especially women and girls, and adherence to confidentiality and ‘do no harm’ standards.
