Human Rights Officer / Chief of Investigations (Temporary)

About the role

The Office of the High Commissioner for Human Rights is seeking a Human Rights Officer to lead its investigations team in South Sudan. Reporting to the Coordinator of the Commission on Human Rights, you will manage day‑to‑day operations and ensure high‑quality investigations into violations.

Key responsibilities

• Manage the daily activities of the Commission’s investigations team.
• Plan and participate in missions to sites of alleged violations.
• Serve as the first reporting officer for Human Rights Officers/Investigators.
• Develop investigation and information‑gathering plans using OHCHR methodology, integrating gender perspectives.
• Oversee interviews, evidence collection, and data processing.
• Ensure protection measures for victims and witnesses and coordinate referral pathways.
• Coordinate drafting of internal analyses and final reports, maintaining the highest quality standards.
• Work with the Information Management and Evidence Unit to secure data storage and preservation.

Required profile

• Strong knowledge of human rights issues, including political, ethnic, racial, gender, and socio‑economic dimensions.
• Familiarity with the mandates, policies, and procedures of human rights organisations.
• Excellent research, analytical, and report‑writing abilities.
• Ability to evaluate diverse sources of information and assess their impact on the human‑rights situation.
• Professionalism, reliability, and the capacity to work under pressure.
