Consultancy for Integration of E‑Motive Approaches to RMNCAH Strategies

About the role

The International Rescue Committee is seeking an experienced consultant to lead the integration of the E‑MOTIVE approach into reproductive, maternal, newborn, child and adolescent health (RMNCAH) strategies in South Sudan. This role will support the Safer Births in Crises (SBC) Initiative and work closely with the Ministry of Health, partner NGOs and local health facilities to improve prevention, detection and treatment of postpartum hemorrhage (PPH).

Key responsibilities

• Lead the design and implementation of E‑MOTIVE‑based interventions for PPH prevention and management in targeted regions.
• Coordinate with the Ministry of Health, IRC, IMC, UNFPA and Jhpiego to align technical approaches and ensure joint ownership.
• Develop training materials, conduct capacity‑building workshops for health workers, and supervise field rollout.
• Monitor program performance, collect and analyse health data, and produce regular technical reports.
• Provide strategic recommendations to strengthen health system readiness for emergency obstetric care.

Required profile

• Advanced degree (Master’s or higher) in public health, medicine, nursing, or a related field.
• Minimum 5 years of experience in maternal and newborn health programs in low‑resource or humanitarian settings.
• Demonstrated experience with the E‑MOTIVE bundle or similar PPH management protocols.
• Proven ability to work collaboratively with government ministries, NGOs and donor partners.
• Strong analytical and report‑writing skills.
