Shelter Officer – South Sudan (Ulang)

About the role

The Norwegian Refugee Council (NRC) is seeking two Shelter Officers to support the implementation of its CC Project in Ulang, Upper Nile, South Sudan. This fixed‑term position involves day‑to‑day management of shelter activities, coordination with partners, and reporting on progress.

Key responsibilities

• Implement the delegated CC project portfolio according to the action plan and ensure compliance with NRC policies, tools and guidelines.
• Develop and monitor work plans, prepare status reports, and ensure proper filing of project documents.
• Lead shelter activities, including design, Bill of Quantities preparation, and monitoring of construction or rehabilitation works in line with government standards.
• Supervise casual workers and assistants, support beneficiary selection, and liaise with the M&E Officer for tracking outcomes and outputs.
• Represent NRC in community, local and state‑level meetings and promote information exchange with external actors.

Required profile

• Bachelor’s degree in Civil Engineering or a related field from a recognized university.
• Minimum three years of practical experience planning and executing shelter programmes in humanitarian or development contexts.
• Previous experience working in complex, volatile environments, preferably in Upper Nile, South Sudan.
• Proven ability to work independently, manage multiple priorities and deliver results in a multicultural setting.

Required skills

• Civil engineering knowledge applied to shelter design and construction.
• Experience in capacity building and training of target groups.
• Strong understanding of English; Arabic knowledge is an advantage.
