Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the EU in the space sector through robust monitoring and learning processes.

Key responsibilities

• Design, implement and refine the programme’s MEL framework, including indicators, baselines and data collection protocols.
• Coordinate evidence consolidation, impact assessment and learning activities across multiple partners.
• Provide technical guidance on results‑based management and programme evaluation for donor‑funded initiatives.
• Support reporting and knowledge exchange for EU‑funded activities, particularly in Africa.
• Collaborate with stakeholders to ensure data quality and timely delivery of evaluation outputs.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Experience with EU‑funded programmes and work in Africa is an asset.
• Excellent command of English; working knowledge of French and/or Portuguese considered a plus.
