Learning Partner – SCALE Project (Consultancy)

About the role

The Learning Partner will lead the learning agenda of the SCALE project, a five‑year initiative to improve equitable access to quality education for adolescent girls and young women in South Sudan. Working under the Project Director, the consultant will embed continuous learning, evidence generation and adaptive management throughout project implementation.

Key responsibilities

• Design and operationalise a comprehensive learning system that captures evidence, facilitates reflection and informs decision‑making.
• Coordinate regular learning cycles, including data collection, analysis, knowledge sharing workshops and documentation of best practices.
• Collaborate with the SCALE team, local schools, communities and policy stakeholders to translate findings into actionable recommendations.
• Support the generation of robust evidence on effective interventions in fragile and conflict‑affected education contexts.
• Contribute to national policy dialogue and the global evidence base on girls’ education.

Required profile

• Advanced degree (Master’s or PhD) in Education, Development Studies, Social Sciences or a related field.
• Minimum 5 years of experience in research, learning agenda design, and adaptive management, preferably in humanitarian or development settings.
• Demonstrated experience working on gender‑focused education programmes in fragile contexts.
• Strong analytical, synthesis and communication skills, with ability to work independently and collaboratively.

Required skills

• Research methodology and data analysis.
• Learning agenda development and knowledge mobilisation.
• Experience with monitoring, evaluation and learning (MEL) frameworks.

What we offer

• Four‑year consultancy (annual contracts, renewable) with a total budget of USD 50,000, of which USD 16,000 is available for the first contract.
