Foundational Learning & Access Lead

About the role

The Foundational Learning & Access Lead provides strategic and technical leadership to improve foundational literacy and numeracy outcomes and expand equitable access to education under the Education for All South Sudan (EFASS) programme. Based in Juba, the role ensures that all children, especially the most marginalized, can access safe, inclusive, and quality learning opportunities in South Sudan’s fragile context.

Key responsibilities

• Lead the design and implementation of strategies to improve foundational learning using the Teaching at the Right Level approach.
• Provide technical oversight for early‑grade learning interventions, promoting evidence‑based and gender‑responsive teaching practices.
• Guide consortium partners on learning measurement, evidence‑based approaches, and inclusive access strategies.
• Coordinate with the Head of Education, MEAL, Save the Children UK technical team and global education team to ensure alignment with national priorities.
• Develop and monitor budgets for foundational learning and access, including procurement of supplies.
• Support the development of learning frameworks and monitor progress against programme objectives.

Required profile

• Proven experience in leading foundational literacy and numeracy programmes in low‑resource or fragile settings.
• Strong understanding of inclusive, gender‑responsive, and child‑centred teaching methodologies.
• Ability to work collaboratively with multiple partners, NGOs, and government stakeholders.
