Finance Officer / Pooled Fund Manager

About the role

The Finance Officer / Pooled Fund Manager will support OCHA South Sudan in overseeing the financial management of pooled humanitarian funds. Reporting to the South Sudan Humanitarian Fund Manager, the incumbent ensures compliance with UN financial regulations and facilitates effective disbursements to implementing partners.

Key responsibilities

• Verify implementing partners' financial documentation.
• Liaise with audit firms and conduct financial spot‑checks to ensure UNFRR compliance.
• Review grant agreements, budgets, and amendments for accuracy and consistency.
• Audit financial reports against signed agreements and project budgets.
• Maintain detailed records of disbursements and cash flows.
• Follow up with partners to obtain timely financial reports and confirm additional disbursements.
• Oversee the external audit process, facilitate contracting, and ensure follow‑up on audit findings.
• Support partners on compliance with UNFRR and pooled fund guidelines.
• Prepare financial analyses for standard and ad‑hoc reporting.
