Technical Officer I – Surveillance & RCCE

About the role

The Technical Officer I – Surveillance & RCCE will provide technical and operational support to strengthen infectious disease surveillance, public health emergency preparedness, and outbreak response in South Sudan. Working under the STRIDES program, the officer will collaborate with the Ministry of Health, the National Public Health Institute and partners to enhance early detection, reporting and community engagement, with a focus on Ebola Virus Disease preparedness.

Key responsibilities

• Support implementation and strengthening of the Integrated Disease Surveillance and Response (IDSR) system.
• Coordinate Event‑Based Surveillance (EBS), Indicator‑Based Surveillance (IBS) and Community‑Based Surveillance (CBS) activities.
• Analyze surveillance data to identify trends, hotspots and gaps.
• Assist in verification, risk assessment, investigation and documentation of disease alerts and suspected outbreaks.
• Participate in outbreak investigations, supporting case identification and active case finding.
• Develop and deliver risk communication and community engagement interventions to address misinformation and resistance.
• Collaborate with health facilities, county health teams and community structures to improve data collection and reporting.
• Provide technical guidance on One Health approaches and laboratory coordination.

Required profile

• Experience working with ministries of health, public health institutes or implementing partners on surveillance and outbreak response.
• Familiarity with IDSR, EBS, IBS and CBS methodologies.
• Ability to analyse surveillance data and produce actionable insights.
• Strong communication skills for risk communication and community engagement.
• Knowledge of One Health principles and laboratory coordination.
