Technical Advisor I – Outbreak Response Lead

About the role

The Outbreak Response Lead provides technical and operational leadership for epidemic‑prone disease preparedness and response under the STRIDES South Sudan program, with a primary focus on Ebola Virus Disease readiness along the South Sudan–DRC border.

Key responsibilities

• Lead planning, coordination, implementation, and monitoring of outbreak preparedness and response interventions for EVD, viral haemorrhagic fevers and other public health events.
• Coordinate rapid response operations from detection through containment and recovery.
• Develop, implement and regularly review national and sub‑national outbreak preparedness and contingency plans.
• Engage with Ministries of Health, National Public Health Institutes, WHO, UNICEF, CDC, NGOs and UN agencies to align response activities.
• Prepare outbreak response reports, situation reports, donor deliverables and technical briefs.
• Represent the project in health cluster meetings, emergency coordination forums and technical working groups.
• Promote integrated implementation across surveillance, laboratory, IPC, case management, WASH, risk communication, logistics and points of entry.

Required profile

• Demonstrated experience in outbreak preparedness and response, preferably with Ebola or other viral haemorrhagic fevers.
• Strong knowledge of public health surveillance, laboratory specimen transport, biosafety, PPE supply chains and rapid response team capacity building.
• Proven ability to work closely with national health authorities and international partners.
• Excellent written and verbal communication skills in English.
