Primary Health Care Officer

About the role

The Primary Health Care Officer will lead health‑system strengthening and capacity‑building activities for the State Ministry of Health (SMoH) and County Health Departments (CHDs). Working closely with the Ministry of Health, UNICEF and other partners, the officer will ensure effective training, supervision and service delivery across the assigned lot.

Key responsibilities

• Coordinate health‑system strengthening efforts, including quarterly joint supervision with SMoH and CHDs.
• Organise and facilitate accredited trainings in partnership with MoH, SMoH and UNICEF.
• Support implementation of MoH guidelines, payroll, staff appraisals and development of job descriptions.
• Improve maternal and child health indicators and EPI coverage; develop micro‑plans and work plans for trainings.
• Manage finance liaison, procurement requests and resource allocation for trainings and facility maintenance.
• Conduct routine service‑delivery assessments, rapid assessments during emergencies, and compile reports.
• Lead emergency response activities such as reactive measles campaigns.
• Train SMoH and CHD staff on DHIS2, EWAS and IDSR reporting; develop supervision checklists.
• Implement drug‑store management, cold‑chain maintenance and accountability mechanisms.
• Oversee monitoring, evaluation and learning at the lot level, including quarterly performance analysis and asset management.

Required profile

• Proven experience in public‑health program coordination and health‑system strengthening.
• Familiarity with Ministry of Health policies, EPI, maternal and child health, and emergency health responses.
• Strong organisational and stakeholder‑engagement skills, with ability to work with government, NGOs and donors.
• Excellent reporting and analytical abilities.
