National Consultant: Family Planning Costed Implementation Plan (FP CIP) Evaluation & Strategy

About the role
The National Consultant will provide in‑country technical, analytical and coordination support for the retrospective review of the Family Planning Costed Implementation Plan (FP CIP) 2021‑2026 and the development of the new FP CIP 2027‑2031 in South Sudan. The role ensures that the review and successor plan reflect South Sudanese institutional, fiscal and humanitarian realities and supports capacity transfer to the Ministry of Health and the FP Technical Working Group.
Key responsibilities
- Compile and organise national policy, programme, HMIS/DHIS2, LMIS, budget and partner documents required for the assignment.
- Lead national and sub‑national data collection, including key informant interviews, focus groups, facility visits and resource‑tracking requests.
- Analyse performance, financing and bottleneck data to assess progress against the 2021‑2026 FP CIP.
- Document fragility‑related implementation and cost drivers and provide root‑cause analysis.
- Support facilitation of strategic planning workshops and ensure representation of state, county, community and youth perspectives.
- Validate local unit‑cost, service‑delivery and logistics data for the contextualised costing model.
- Contribute to the development of the FP CIP 2027‑2031, including results framework, implementation roadmap and financial sustainability plan.
- Coordinate logistics and preparation for technical working group, multisectoral and validation meetings.
- Provide hands‑on capacity transfer to MoH/TWG staff on resource tracking, costing assumptions and results/MEAL tools.
Required profile
- Demonstrated experience in health programme evaluation, costing and financial planning, preferably in humanitarian or low‑resource settings.
- Strong knowledge of South Sudan’s health system, administrative structures and family planning programming environment.
- Ability to work closely with Ministry of Health, technical working groups, development partners and community representatives.
- Excellent analytical, reporting and stakeholder‑engagement skills.
- Willingness to travel across Juba and hard‑to‑reach sub‑national locations for field data collection.
