International Consultant: Family Planning Costed Implementation Plan Evaluation & Strategy

About the role
The Ministry of Health of South Sudan, supported by UNFPA, seeks an experienced international consultant to lead a comprehensive review of the Family Planning Costed Implementation Plan (FP CIP) 2021‑2026 and to facilitate the design of a new evidence‑based FP CIP for 2027‑2031. The assignment will be conducted over three months, primarily onsite in Juba with field visits to selected states, including at least one humanitarian setting.
Key responsibilities
- Lead a participatory review of FP CIP 2021‑2026, analysing achievements, bottlenecks and lessons across service delivery, commodity security, demand generation, financing and policy.
- Facilitate strategic planning workshops to define the Theory of Change, strategic objectives and priority interventions for FP CIP 2027‑2031.
- Develop a robust results framework with SMART indicators and conduct detailed five‑year costing using internationally recognised methodologies.
- Produce validated review and draft documents, deliver a final FP CIP 2027‑2031 package, and present findings to government, UNFPA and development partners.
- Build capacity of Ministry of Health and Technical Working Group members in strategic and financial planning for family planning.
Required profile
- Advanced university degree (Master’s or higher) in Public Health, Population Studies, Health Policy or related field.
- 10–15 years of progressive international experience in family planning/reproductive health strategic planning, including leading costed implementation plan processes.
- Demonstrated experience working in fragile, conflict‑affected or humanitarian settings, preferably in sub‑Saharan Africa.
Required skills
- Proficiency with family planning costing tools (e.g., FP costing tools, OneHealth Tool).
- Strong quantitative and qualitative data analysis skills.
- Expertise in developing results and monitoring‑and‑evaluation frameworks.
- Strategic planning and theory‑of‑change development.
- Stakeholder facilitation and capacity‑building techniques.
