Senior Officer, Planning, Monitoring, Evaluation & Reporting (PMER)

About the role

The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a Senior Officer to lead Planning, Monitoring, Evaluation and Reporting (PMER) for its Juba Country Cluster Delegation. Reporting to the Delegate, Disaster Management and technically to the Regional Head, PMER and Quality Assurance, you will ensure the highest standards of programme quality, timeliness and learning across the delegation’s portfolio.

Key responsibilities

• Design, implement and maintain a robust PMER system aligned with IFRC standards and procedures.
• Lead quality control and assurance activities for all programmes and operations within the Juba CCD.
• Develop and oversee monitoring frameworks, evaluation plans and reporting schedules.
• Provide hands‑on support to programme teams, guiding data collection, analysis and interpretation.
• Prepare high‑quality reports for internal and external stakeholders, ensuring compliance with accountability and learning requirements.
• Identify opportunities for continuous improvement and drive the adoption of best practices across the delegation.

Required profile

• Extensive experience in PMER within humanitarian or development contexts.
• Strong knowledge of IFRC policies, standards and quality assurance processes.
• Proven ability to lead multi‑disciplinary teams and manage complex programmes.
• Excellent analytical, writing and presentation skills.
• Fluency in English; knowledge of local languages is an asset.
