About the role

The Regional Laboratory/Diagnostics Advisor II provides senior technical leadership for the STRIDES Activity, overseeing the design, implementation, and quality assurance of diagnostic networks across multiple Asian and Western Pacific countries. The advisor works closely with in‑country laboratory teams, subcontractors, and government partners to ensure outbreak‑preparedness initiatives meet international standards and USG priorities.

Key responsibilities

  • Plan, direct, and coordinate STRIDES laboratory and diagnostic strengthening activities to meet quality standards, timelines, and budget constraints.
  • Establish and enforce diagnostic and preparedness quality standards, integrating them into workplans and monitoring‑evaluation (MEL) frameworks.
  • Develop country‑specific workplans and budgets for diagnostic network activities, ensuring compliance with donor and organizational policies.
  • Lead in‑country laboratory and diagnostic staff, including subcontractor teams, to build relationships with national, regional, and local government counterparts and multisectoral partners.
  • Design and implement technical support, network and facility strengthening, and quality‑improvement interventions aligned with Joint External Evaluation (JEE) reports, SPAR assessments, and national action plans.
  • Supervise laboratory activities across Bangladesh, Cambodia, Fiji, Indonesia, Nepal, Papua New Guinea, Philippines, Thailand, and Vietnam, ensuring alignment with workplan objectives.
  • Manage multiple deliverables, projects, and countries, supporting research, learning, and systems‑improvement initiatives.
  • Develop and refine technical tools, resources, and guidance for the STRIDES diagnostic network.

Required profile

  • Advanced subject‑matter expertise in laboratory and diagnostic systems, preferably with experience in infectious disease detection.
  • Proven ability to lead technical design, quality oversight, and multi‑country program implementation.
  • Experience supervising professional staff and coordinating with subcontractors and government partners.
  • Strong understanding of international diagnostic standards, outbreak preparedness frameworks, and donor compliance requirements.
  • Demonstrated capacity to manage budgets, workplans, and monitoring‑evaluation activities across diverse settings.
