Primary Health Care Officer

About the role

The Primary Health Care Officer will lead health‑system strengthening and capacity‑building activities for the State Ministry of Health (SMoH) and County Health Departments (CHDs) in South Sudan. Working closely with the Ministry of Health, UNICEF and other partners, the officer will ensure effective training, supervision and service delivery across maternal, child health and immunisation programmes.

Key responsibilities

• Coordinate health‑system strengthening efforts, including quarterly joint supervision with SMoH and CHDs.
• Organise accredited trainings with MoH, SMoH and UNICEF, managing budgets, procurement requests and logistics.
• Support the development and distribution of MoH guidelines, payrolls, job descriptions and staff appraisals.
• Lead rapid assessments during disease outbreaks, refugee influxes or emergencies and produce actionable reports.
• Oversee implementation of emergency campaigns such as reactive measles immunisation.
• Ensure SMoH and CHDs are trained on DHIS2, EWAS and IDSR reporting systems.
• Develop supervision checklists, drug store management guidelines and accountability mechanisms.
• Conduct routine supervisory visits, on‑job coaching and mentorship for health workers.
• Manage asset registers, quarterly performance reviews and last‑mile delivery of medicines, including cold‑chain oversight.

Required profile

• Proven experience in public health programme coordination, preferably in low‑resource settings.
• Strong knowledge of MoH policies, maternal and child health indicators and immunisation programmes.
• Ability to work with multiple stakeholders, including government ministries and international NGOs.

Required skills

• Proficiency with DHIS2 reporting tools.
• Experience using EWAS for health surveillance.
• Familiarity with IDSR reporting processes.
