National Consultant – Inland Waterways & Maritime Governance, South Sudan

About the role

The Economic Commission for Africa (ECA) seeks a National Consultant to support South Sudan in advancing inland waterways transport and strengthening maritime governance. The consultant will work on a three‑month assignment based in Juba, delivering key regulatory assessments and recommendations aligned with IMO conventions.

Key responsibilities

• Conduct a comprehensive review of South Sudan's maritime and inland waterways regulatory framework, including inventory of laws, policies, and institutional arrangements.
• Map responsible institutions and assess their relevance to IMO convention implementation.
• Identify legal and institutional challenges affecting maritime governance and inland waterways transport.
• Prepare an IWT regulatory gap assessment report highlighting gaps with priority IMO conventions and required legal reforms.
• Develop an IMO domestication endorsement package for government consideration, including key findings, recommendations, and validated instruments for accession.
• Collaborate closely with government officials, ECA staff, and other stakeholders throughout the assignment.

Required profile

• Advanced degree in maritime law, transport policy, international relations, or a related field.
• Proven experience in regulatory analysis, maritime governance, or inland waterways transport, preferably in a developing‑country context.
• Familiarity with IMO conventions and the process of domesticating international maritime standards.
• Strong analytical and report‑writing skills, with ability to produce clear, actionable recommendations.
