Infectious Disease Surveillance Consultant – South Sudan

About the role
PATH is seeking an Infectious Disease Surveillance Consultant to lead surveillance and preparedness activities for the STRIDES project in Juba, South Sudan. The consultant will work closely with the Ministry of Health, international partners and PATH’s country and regional leads to strengthen detection and response to epidemic‑prone diseases such as Ebola and other viral hemorrhagic fevers.
Key responsibilities
- Provide technical leadership and daily coordination of infectious disease surveillance across national, state, county and community levels, including integrated, event‑based, community‑based and laboratory surveillance.
- Conduct rapid surveillance assessments, prioritize counties, develop contingency plans and lead simulation exercises and after‑action reviews for Ebola and other public‑health emergencies.
- Support the Public Health Emergency Operations Centre (PHEOC) and the Epidemiological Surveillance Pillar TWG, ensuring situational awareness, partner mapping and gap analysis.
- Guide health facility staff, community health workers and surveillance teams on case detection, alert verification, investigation, referral and data use in line with national IDSR guidelines and IHR 2005.
- Collaborate with Ministry of Health, UN agencies and other stakeholders to strengthen health‑information systems and improve data reporting from the 15 high‑risk counties.
Required profile
- Subject‑matter expert in infectious disease surveillance and epidemic preparedness.
- Proven experience supporting government or NGO programs in low‑resource settings, preferably in Africa.
- Strong knowledge of IDSR, IHR 2005, zoonotic disease surveillance and outbreak investigation.
- Excellent coordination and communication skills with multi‑sector partners.
