Gender Programmatic Review Consultant (Office & Remote)

About the role
The United Nations Children’s Fund (UNICEF) in South Sudan seeks an experienced consultant to conduct a gender programmatic review. Working under the Deputy Representative for Programmes and with support from PMER, you will assess the current status of gender equality programming and deliver actionable recommendations.
Key responsibilities
- Perform a desk review of relevant documents, including CPD, HAC workplans, evaluations, research, strategic programme documents, annual reports and gender analyses.
- Review national gender equality policies and commitments to ensure alignment with UNICEF’s priorities.
- Map existing gender‑responsive interventions and partnerships across programme sectors.
- Analyse programme outputs, budgeting and approaches to assess gender integration.
- Identify gaps, priorities and entry points for gender equality interventions.
- Facilitate consultations with UNICEF staff and external stakeholders.
- Develop recommendations, propose gender‑responsive interventions and support budgeting.
- Prepare a concise Gender Programmatic Review report and present findings.
- Assist in drafting a Gender Equality Action Plan and strengthen monitoring and reporting mechanisms.
Required profile
- Advanced university degree (Master’s or higher) in Gender studies, social sciences, international development, public policy or a related field.
- Minimum 10 years of professional experience in gender equality, programme review or a related area.
- Proven experience leading surveys, research and evaluations, including gender programme reviews.
- Experience working with UN agencies or other international organisations is an asset.
