Climate Finance Liaison Officer – South Sudan

About the role

The Climate Finance Liaison Officer will serve as the primary link between the client’s Secretariat and South Sudan, supporting the National Designated Authority (NDA) to strengthen climate‑finance engagement, readiness, and investment delivery. Based in Juba, the role reports to the Regional Manager.

Key responsibilities

• Assist the NDA in designing readiness support, preparing terms of reference, identifying capacity gaps, and conducting Financial Management Capacity Assessments.
• Coordinate inclusive stakeholder engagement across government, private sector, development partners, civil society, academia, Indigenous Peoples, and local communities.
• Build NDA and stakeholder capacity on client policies, procedures, funding modalities, and climate‑investment instruments.
• Support the development of project ideas, concept notes, and funding proposals in collaboration with the NDA and accredited entities.
• Manage country‑level project‑cycle processes, including stakeholder consultations, No Objection Letter procedures, and issue resolution.
• Monitor portfolio performance, prepare results reports, and showcase client‑funded outcomes through events and quarterly updates.
• Produce regular briefs, reports, policy inputs, and provide technical assistance to strengthen South Sudan’s engagement with the client.

Required profile

• University degree in climate change, environmental science, climate economics, finance, engineering, or a related field.
• Minimum five years of experience in climate investment and financing for mitigation and adaptation, in both public and private sectors.
• Proven track record in developing climate investment proposals and monitoring climate initiatives.
• Experience strengthening institutions and building stakeholder capacity in developing economies.
