Technical Officer I – Surveillance and RCCE

About the role

The Technical Officer I (Surveillance and RCCE) provides technical and operational support to strengthen infectious disease surveillance, public health emergency preparedness, and outbreak response in South Sudan. Reporting to the Outbreak Response Lead, the officer works closely with the Ministry of Health, the National Public Health Institute, and implementing partners.

Key responsibilities

• Support implementation and strengthening of Integrated Disease Surveillance and Response (IDSR) for timely detection, reporting, investigation, and response to priority diseases.
• Coordinate Event‑Based Surveillance (EBS), Indicator‑Based Surveillance (IBS), and Community‑Based Surveillance (CBS) activities at community and facility levels.
• Conduct routine analysis and interpretation of surveillance data to identify trends, hotspots, and gaps.
• Assist in verification, risk assessment, investigation, and documentation of disease alerts, rumors, and suspected outbreaks.
• Lead Risk Communication and Community Engagement (RCCE) activities to address misinformation, community resistance, and other barriers to effective outbreak response.
• Focus on strengthening Ebola Virus Disease (EVD) preparedness and broader Global Health Security initiatives.

Required profile

• Experience supporting Ministries of Health, national public health institutes, and partners in disease surveillance and outbreak response.
• Knowledge of IDSR, EBS, IBS, and One Health approaches.
• Ability to analyze surveillance data and produce actionable insights.
• Experience in risk communication and community engagement in public health contexts.
• Familiarity with Ebola Virus Disease preparedness and global health security frameworks.
