MEAL Specialist – Monitoring & Evaluation Consultant

About the role

Global Reach Advisory is looking for experienced MEAL Specialists to design, implement and strengthen monitoring, evaluation, accountability and learning systems for humanitarian and development programmes in South Sudan. The consultancy will provide technical leadership on MEAL frameworks, data quality and organisational learning.

Key responsibilities

• Design or review MEAL frameworks, theories of change, logical frameworks and results matrices for donor‑funded programmes.
• Develop MEAL plans, indicator tracking tables and data collection tools (quantitative and qualitative).
• Lead or support baseline, midline, endline and final evaluations, including methodology design, fieldwork oversight and analysis.
• Design and roll out accountability to affected populations (AAP) and complaints/feedback mechanisms.
• Build capacity of programme and partner staff on MEAL systems, data quality assurance and data‑driven decision‑making.
• Conduct data quality assessments and recommend corrective actions.
• Prepare high‑quality technical reports, evaluation reports and MEAL sections of proposals.

Required profile

• Master’s degree in Statistics, M&E, Social Sciences, International Development, Public Health or a related field.
• Minimum 7 years of progressive MEAL experience, including at least 3 years in South Sudan or a similar fragile/humanitarian context.
• Proven experience designing and leading evaluations for UN agencies, INGOs or donor programmes.
• Strong quantitative and qualitative data analysis skills and familiarity with donor MEAL requirements (EU, ECHO, UN agencies, World Bank).
