MEAL Officer – Multi-Country Programmes

About the role

The MEAL Officer will support the Sudan crisis localisation facility’s Monitoring, Evaluation, Accountability and Learning (MEAL) system. Working under the Technical Adviser, the role ensures day‑to‑day operation of monitoring tools, data collection and learning processes, providing practical support for developmental evaluation, community feedback and partner learning.

Key responsibilities

• Operate and maintain MEAL systems, databases and data collection tools, ensuring they are up‑to‑date and functional.
• Coordinate routine and continuous data collection across programme axes, shifting from periodic to real‑time monitoring.
• Quality‑assure data collection, upholding standards for data quality, protection and confidentiality.
• Disaggregate data by age, gender and disability to enable gender, equality and social inclusion analysis.
• Support the Technical Adviser in developing core MEAL tools such as Theory of Change, results framework and indicators.
• Compile monitoring data and partner reports for regular reporting cycles.
• Document lessons learned and maintain knowledge‑management resources.
• Facilitate participatory learning and reflection sessions.
• Coordinate with external Developmental Evaluation team on data needs.
• Support community listening and feedback mechanisms to inform learning and decision‑making.
• Provide tiered MEAL support to partners, ensuring proportional assistance.

Required profile

• Demonstrated experience operating MEAL systems and managing data collection in humanitarian programmes.
• Ability to ensure data quality, confidentiality and protection standards.
• Experience supporting monitoring, evaluation and learning processes, including theory of change and results frameworks.
• Strong analytical skills for disaggregating data and supporting gender and inclusion analysis.
