FSL Cluster Co-coordinator

About the role

The Food Security and Livelihoods (FSL) Cluster Co-coordinator will jointly lead a large network of partners in South Sudan, supporting vulnerable children and communities through coordinated humanitarian action. Based in Juba, the role involves strategic guidance, assessment, and facilitation of technical working groups to ensure effective implementation of the Integrated Emergency Response Program.

Key responsibilities

• Co‑lead the FSL partner network through cluster meetings, training workshops, and one‑on‑one advisement.
• Provide strategic direction on prioritising needs, selecting and monitoring project proposals, and aligning with funding mechanisms such as SSHF, CERF, and DOS priorities.
• Conduct FSL‑related assessments, analyses, and prioritisation processes within the Inter‑Cluster Coordination Group and sub‑national mechanisms.
• Facilitate Technical Working Groups (e.g., Agriculture, Livestock, Fisheries, Cash and Markets) and oversee smooth implementation by partners.
• Maintain and regularly update the Cluster’s strategic operational framework, ensuring strong links with national NGOs, INGOs, and the NGO Forum.

Required profile

• Minimum bachelor’s degree in Disaster Risk Management, Agriculture, Food Security or a related field.
• At least 5 years of experience managing FSL projects in fragile contexts.
• Deep understanding of the humanitarian Cluster system and pooled funding mechanisms.
• Proven ability to work with diverse stakeholders, develop consensus and apply humanitarian principles.
• Fluent written and spoken English; Arabic is a plus.
• Willingness to work in a hardship posting with up to 25% domestic field travel.

Required skills

• Technical competence in the Cluster system and Food Security & Livelihoods sector.
• Strong presentation and facilitation abilities.
• Experience in proposal development and budget management.
