Country-level Risk Mapping and Analysis Consultant – South Sudan

About the role

The International Rescue Committee (IRC) seeks a consultant to lead a country‑level risk mapping and analysis for the PlayMatters 3.0 education initiative in South Sudan. The assignment will produce an evidence‑informed risk matrix to support crisis preparedness and response for children’s education.

Key responsibilities

• Conduct a desk review of existing risk, vulnerability, hazard, conflict, climate, displacement, disease and education assessments for South Sudan.
• Design and implement a consultative risk‑mapping process, including key‑informant interviews with IRC staff, government, humanitarian and education actors.
• Map historical and anticipated shocks and stresses across target states, assess likelihood, severity and population impact, and prioritize risks.
• Produce a draft Risk Analysis and Mapping Report, incorporate feedback from the Project Management Committee and Regional EiE Adviser, and deliver a validated final report.

Required profile

• Experience in humanitarian risk assessment, early‑warning systems or crisis mapping, preferably in education contexts.
• Proven ability to work with multi‑stakeholder groups, including NGOs, government and community representatives.
• Strong analytical skills and familiarity with geographic and population impact analysis.
