Consortium Programme Manager – ARISE GREEN

About the role

The Consortium Programme Manager will lead the 48‑month ARISE‑GREEN project, a EU‑funded initiative to transform agricultural TVET in South Sudan. Based in Juba with extensive field travel, the role provides strategic direction, technical oversight and operational management across a multi‑partner consortium.

Key responsibilities

• Provide overall strategic leadership and vision for the consortium, ensuring high‑quality, compliant delivery.
• Coordinate activities between lead and co‑applicant partners (Save the Children, Hope Africa South Sudan, CAPaD) and manage interfaces with the parallel NRC‑led consortium.
• Serve as the primary liaison with the European Union contracting authority, national ministries (MoGEI, MoL, MAFS), UNMISS and private‑sector stakeholders.
• Oversee programme implementation, including budgeting, reporting, monitoring, evaluation, accountability and learning (MEAL) processes.
• Manage and mentor staff reporting to the post, such as Agric TVET Coordinators, MEAL and Finance Coordinators, and Agric TVET Officers.
• Ensure child safeguarding compliance (Level 2) throughout all activities.

Required profile

• Proven senior‑level experience managing large, donor‑funded programmes in agriculture or TVET.
• Strong knowledge of South Sudan’s education, agriculture and labour sectors.
• Demonstrated ability to work in complex multi‑partner environments and navigate government and UN systems.
• Willingness to travel up to 70 % of the time, including remote field locations.
• Excellent communication and stakeholder‑engagement skills.
