About the role

The Chief of Section, Human Resources Management leads the HR function for the United Nations Mission in South Sudan (UNMISS). Reporting to the Chief Operations and Resource Management, this senior role shapes workforce strategy, staffing, and HR processes for a large, complex operation.

Key responsibilities

• Participate in mission planning and define staffing requirements and structures throughout the mission lifecycle.
• Advise mission leadership on workforce planning, succession planning, and HR forecasting.
• Develop coherent staffing strategies, recruitment, and deployment plans for all civilian positions.
• Conduct systematic assessments of the workforce by function, skill, level, gender, and geography to identify gaps and recommend actions.
• Guide organization‑wide change initiatives that affect human resources.
• Participate in the budget development process and advise on HR requirements, staffing tables, and organizational structures in line with DMSPC/OPPFB guidelines.
• Coordinate with DOS and DMSPC on staffing aspects of the mission’s budget and post classification.
• Ensure the integrity of the approved staffing table across sections and locations.
• Advise hiring managers on post management, including loaning, movement of posts, and staff relocation.
• Manage the selection and appointment process, ensuring compliance with policies and conducting competency‑based interviews.
• Oversee recruitment and selection processes to ensure transparency, consistency, and merit‑based outcomes.
