Access and Safety Advisor – NGO Forum (South Sudan)

About the role

The Access and Safety Advisor will lead the NGO Forum Secretariat’s work on humanitarian access and member safety in South Sudan. Reporting to the Forum Secretariat Director and hosted by Plan International South Sudan, the role provides strategic advice, analysis and coordination to ensure unimpeded, principled humanitarian action.

Key responsibilities

• Lead engagement with government authorities, UN agencies, donors and other stakeholders to address access constraints affecting Forum members.
• Support NGOs in developing and implementing practical strategies that enhance operational access and principled delivery.
• Represent collective NGO interests in national and state‑level coordination platforms, including co‑chairing the Access Working Group and participating in HCT‑related sub‑groups.
• Facilitate regular meetings of humanitarian/access leads for information exchange, best‑practice sharing and joint problem‑solving.
• Produce strategic briefs, advocacy messages, access snapshots and situational updates for members and external audiences.
• Provide technical leadership for safety and security coordination, including development and review of SOPs, workflows and protocols.
• Maintain and strengthen systems for collecting, analysing and disseminating security information, ensuring timely and actionable outputs.
• Promote rights‑based, community‑centred humanitarian access approaches in collaboration with NGOs, donors, OCHA and other partners.

Required profile

• Demonstrated ability to provide strategic advice and analysis on humanitarian access and safety.
• Experience supporting NGOs to overcome access constraints and improve security coordination.
• Proven track record of engaging with government, UN, donor and coordination platforms at national and sub‑national levels.
• Strong analytical skills for producing briefs, snapshots and situational updates.
• Capacity to develop and review SOPs, workflows and security protocols.
