About the role
The consultant will engineer, test, and optimise the core application codebase for SafePass360, an offline‑first digital safeguarding tool. Responsibilities include integrating quantised small language models into a Flutter framework, implementing zero‑PII local data management with AES‑256 encryption, building multilingual audio decision engines, and establishing an opportunistic synchronisation layer for anonymous analytics.
Key responsibilities
- Develop a clean, cross‑platform Flutter application shell targeting Android, Windows, and Linux.
- Integrate and benchmark 4‑bit quantised SLM runtimes (e.g., Phi‑3‑mini, Qwen‑1.5B) using ONNX Runtime Mobile or llama.cpp, together with offline STT/TTS engines, ensuring no network traffic.
- Optimise memory consumption to run reliably on devices with as little as 4 GB RAM.
- Implement a JSON‑driven state machine to deliver 15 interactive PSEA scenarios with multilingual UI and audio toggles for English and Juba Arabic.
- Integrate lightweight avatar animations (Lottie/Rive) while keeping the app binary under 150 MB.
- Build local NoSQL storage (Hive/ObjectBox) protected by AES‑256 encryption and enforce zero‑PII volatile memory handling.
- Create offline generation of cryptographically signed QR codes for the Safeguard Credit System.
- Program a background connectivity listener and secure opportunistic sync pipeline to batch encrypted anonymous telemetry to the central Juba CMS when online.
Required profile
- Bachelor’s degree in Computer Science, Software Engineering, IT or a related technical discipline.
- Minimum 4 years of software engineering experience with strong proficiency in Flutter/Dart.
- Proven experience integrating edge‑AI runtimes (ONNX, llama.cpp, TensorFlow Lite, PyTorch Mobile) on mobile/desktop platforms.
- Experience with local mobile databases (Hive, ObjectBox, SQLite) and AES‑256 encryption.
- Excellent written and verbal communication skills in English.
- Experience in humanitarian, open‑source or low‑resource field projects is an added advantage.
